The Project
The Commuter Carpark Program aimed to provide convenient access to public transport at key transport interchanges and helps to ease congestion on our roads. The program aims to make public transport safe, inclusive and easy to use for all passengers, especially people with disability, and others with mobility problems.
Stephen Edwards has constructed five commuter carparks at Warwick Farm, Emu Plains, Schofields, Como, and Beverly Hills. This has involved major works at each commuter carpark during normal construction hours and scheduled out-of-hours periods.
Our Role
The Ineco team were engaged to provide environmental management of these sites, along with community and stakeholder engagement services.
Ineco provided environmental management support to Stephen Edwards in the management of noise and vibration (out of hours work), contamination, earthworks, as well as erosion and sediment control.
Ineco was responsible for preparing and implementing the contractor’s management plans, erosion and sediment control plans, noise monitoring, site inspections, subcontractor management, client liaising and record keeping as well as liaising with the Environmental Protection Agency (EPA).
Ineco’s Community & Stakeholder Engagement team delivered best practice communication and stakeholder community engagement meeting the project’s social responsibilities and balancing a best-for-project and best-for-community outcome. Ineco’s key work included keeping the community aware and well notified of planned works, efficiently managing enquiries and complaints, and managing respite offered to highly affected residents during out-of-hours.
The Ineco team coordinated pre and post construction property surveys with identified stakeholders. Respite offers for alternative accommodation and respite voucher – primarily for out-of-hours noise disturbance – was also coordinated by the Ineco Team with identified stakeholders.
The Ineco Team worked with the Schofields commuter carpark team to collaborate with the Local Aboriginal Land Council and undertake a Welcome to Country and Smoking Ceremony on the project.
At Warwick Farm, the Ineco Team provided beneficial support to a homeless member of the community who was found during site establishment. The Ineco Team and Project Team worked alongside a local missionary group to help find suitable accommodation for the homeless individual.
The Ineco Team worked with the Como commuter carpark team to collaborate with the St George & Sutherland Community College (SGSCC) and engaged students with a disability to work together to complete the landscaping works at project.
Outcomes
Ineco developed close working ties with Stephen Edwards, Transport for NSW and each of the commuter carparks communities. This has ensured effective communication and consultation with each different community demographic, responding to community layout and community expectations. Ineco’s team delivered best practice services meeting the project’s social responsibilities and balancing a best-for-project and best-for-community outcome. All the commuter carpark projects received very low complaint rates given the highly impacted stakeholders, with no complaints received regarding lack of communication or information.
